Re-Access Request from Rutgers University ECE student

I would like to request re-access to the Llama-3.1-8B-Instruct model, as my previous request was rejected without explanation.
I am currently a Ph.D. student in the Department of Electrical and Computer Engineering at Rutgers University, New Jersey, USA. Rutgers is a major U.S.-based research institution, and all my work is strictly academic and non-commercial. I am not affiliated with any company, and I have no commercial intentions of any kind.

I am requesting access solely for academic research, specifically for work in large language model–based network traffic analysis and cyberthreat detection. No part of the model or its outputs will be used for commercial, product, or revenue-generating purposes.
